In Memorium of Kemp R. Harshman

Kemp Harshman was an attorney, who received his law degree from the University of Michigan in 1975. He was a member of the Indiana Bar Association and the United States Supreme Court Bar.

He also earned a Masters in Public Policy from Michigan, and a Bachelor of Arts degree with a double major in Economics and Psychology from Indiana University .

Mr. Harshman has served as in-house legal counsel for a consulting firm, federal agencies, federally chartered corporations, a public interest law firm, and nonprofit organizations.

He served as the President of Clarendon Foundation, a nonprofit organization, which has assisted educational institutions in obtaining free instructional television programming and wireless broadband Internet access services. As president, he was involved as an attorney in leasing educational broadcast spectrum, negotiating leases and contracts, researching regulatory issues, and preparing legal-technical proposals.

Prior employment experience includes serving as a staff attorney in three Presidential Inaugural Committees, the Deputy General Counsel and Executive Officer for the Council on Environmental Quality, an agency in the Executive Office of the President, and the legal counsel for the Commission on the Bicentennial of the United States Constitution. At the Bicentennial Commission, he worked under Supreme Court Chief Justice Warren E. Burger, who served as its Chairman.

He also served as a member of the Board of Directors for the Center for Economic and Social Justice in Arlington, Virginia, and also for the Global Entertainers Guild in Glendale, Arizona.

Kemp Harshman passed away in April 2010.

Jeff Jones, President

Jeff Jones is currently serving as the President of Clarendon Foundation. He formerly served as the Senior Vice President and Chief Financial Officer of Clarendon Foundation. His areas of responsibility included oversight on all financial committees, investment trend analysis and compliance, as well as budgets, disbursements, and payables. The officers of the Foundation operate the nonprofit organization with a collegial management style.

Mr. Jones began working for Clarendon Foundation in 1993. He was in charge of recruiting educational institutions to file for instructional television broadcast licenses and serve as receive sites for instructional television programming.

Mr. Jones is also experienced in corporate affairs through his years of service in the banking and finance industries.
He has held key management positions with Coordinated Financial Services, a national investment firm located in Salt Lake City, Utah.
He was selected as the Ombudsman Facilitator for General Motors Acceptance Corporation Mortgage (GMACM) financial services, working in Utah and Idaho.
Mr. Jones served on the Board of the Utah Home Builders Association for the State of Utah and the Millcreek Community Council for Salt Lake County.
Additionally, he has served on the Utah government affairs legislative committee, and directed a community welfare program working with needy individuals and families.
Mr. Jones is married with seven children and currently lives in Murray, Utah.
