![]() Database of 2.5 Gigahertz Licenses and LeasesEducational Broadband Service and Broadband Radio ServiceThe “Database of 2.5 Gigahertz Licenses and Leases” is an enhanced version of the Universal Licensing System compiled by the Federal Communications Commission (FCC), which includes updated census data. Other resources used to compile the Database include weekly public notices from the FCC website beginning in the mid-1990s. Transition Initiation dates are taken from FCC public notice filings. The Database contains information for over 5,000 Educational Broadband Service (EBS) and Broadband Radio Service (BRS) licenses, which are jointly referred to as 2.5 Gigahertz Spectrum. The Database was compiled as an Excel spreadsheet and then reformatted and saved as a password protected Adobe Acrobat file. The licenses are listed by market and state. The Database can be used as a cross reference to find the Geographical Service Areas (GSAs) and Basic Trading Areas (BTAs). The FCC uses GSAs (35 mile radius) for educational EBS licenses (and commercial EBS licenses before the FCC auction). BTAs (boundaries of one or more counties) are assigned to commercial BRS licenses acquired at the FCC auction. GSAs and BTAs are two types of Protected Service Areas used in the design of wireless networks to guard against harmful electronic interference from other licensees. The GSAs and BTAs are cross-referenced with data from the most recently updated census figures provided by the federal government. The Census Bureau provided an updated estimate in 2007.
